🚢Viet Nam currently exports a large quantity of wood pellets to the Japanese market, accounting for approximately 66% of Japan’s total wood pellet imports. Japan applies preferential tariff (Feed-in tariff/FIT) and preferential pricing (Feed-in premium/FIP) schemes to suppliers and importers.
🛂Japan FIT/FIP Scheme mandates new sustainability requirement, including Lifecycle GHG reduction (LCGHG), applicable to biomass power plants seeking certification under the FIT/FIP Scheme.
✅Grace period (April 1, 2022 – March 31, 2026): To support biomass power plants and supply players in imported biomass feedstock supply chain in preparing to meet new criteria and Certification Schemes in preparing a bridging document (module) to meet specific criteria on LCGHG reduction under Japan FIT/FIP Scheme.
✅Official effective date (April 1, 2026): In addition to Japanese biomass power plants, those directly affected include businesses producing and exporting biomass feedstocks (pellets, wood chips, etc.), forest owners and forest enterprises, feedstock suppliers, traders, logistics companies, and overseas cargo companies. GHG data must be readily available and fully transmitted throughout the entire lifecycle chain (from product manufacturing to biomass fuel use).
🌐PEFC is developing a bridging document to align with Japan FIT/FIP Scheme for PEFC-certified feedstocks, including feedstocks certified under the Vietnam Forest Certification Scheme (VFCS/PEFC).
📝 PEFC already has standards that meet the requirements related to legality, sustainability, CoC, RED, and EUDR. Therefore, PEFC is accepted as a certification scheme to confirm lifecycle GHG (LCGHG), ensuring compliance with FIT/FIP criteria.
